I have the honour to confirm the applica-
-tion made by me in Mauritius for House Allowance until the Quarters at the Observatory become available, and to request that representations be made to His Excellency the Governor to the effect that my commencing salary as Director Designate of this Observatory be fixed at £500 a year, in accordance with article No. 81 of the Colonial Service Regulations.

As it was intimated that the services of the
Officer appointed were required immediately, it was not possible to settle these points before accepting the appointment; but from conversations I had on the subject with the Officer Administ- -ering the Government of Mauritius, I gathered that compliance with my requests might reasonably be expected, and I do not suppose that His Excellency the Governor would wish me to incur pecuniary loss by accepting this appointment.

I have been Director of the Royal Alfred Observatory for 14 years on a pensionable salary of £467 a year and spacious quarters at the Observatory, free. The £467 includ- -ed a pensionable allowance of £67 to enable me to live in a
healthier district when residence at the Observatory was not necessary. By beginning at the lowest scale of the Director's salary (£420) I should incur a pecuniary loss of £47 a year (or more than £100 a year if temporary house allowance is not grant- -ed) instead of an increase, which might reasonably be expected after 14 years' service as head of a Department almost identical with this Observatory, and where the experience gained was precisely what was necessary to enable me to satisfactorily carry
